PROPOSED RAILWAY TO KASHMIR. (1) Continued employment of the officers employed on the Kashmir Railway Survey. (2) Decision of the Darbar to construct a line from the frontier to Uri or Baramulla in the first instance. (3) Question of the construction and management and working of the line when completed. (4) Kashmir Darbar to be permitted to retain jurisdiction over the portion in Kashmir territory. (5) Proposal to raise a loan in England for the construction of the line.
