The Secretary of State will be addressed with a view to the issue from the Foreign office of such instructions to Mr. Alison as will prevent the recurrence of the infravctions of Treaty right by the Persian officials as also remove the existing restrictions on free communication between the Resident in the Persian Gulf and the Local Provincial Governors. Meanwhile requests that Col. Pelly be instructed to report every case of infringment of the Treaty rights of British subjects as also existing vacancies in the Persian Foreign office Agencies at Bushire and the other ports.
