1. Report to the Secretary of State for India of the cases of two officers ( Lieutenant Zorawar Singh and 2nd Lieutenant Wali-ud-din Khan) of the Native Indian Land Force whose services have been lent to the Native States of Bhavanagar and Hyderabad and in respect of whom no contribution for leave or pension has been levied. (II) Employment of Lieutenant Zorawar Singh as Military Secretary to His Highness the Thakur Saheb of Bhavnagar as a temporary measure for one year. (III) Decision that the rules ( part vII of the Civil Service Regulations) will apply to officers of the Native States, i.e., that these officers will be in Foregin Service of the 1st Kind, and in this respect exactly in the same position as British officers of the Indian Army.
