Decisions that all proposals regarding the promotion of, or the conferment of honours upon, officers of Government should be held in abeyance, in cases where enquires or proceedings, whether executive or judicial, as regards the conduct of such officers are under contemplation or have been instituted, until such inquiries or proceedings have been completed.
