Draft of a Letter from Mr.E.Hay, Secretary, to the Rev.R.Carr, forwarding a Copy of the above letter, pointing out the irregularity of his action, requesting him to transmit to the Chaplains of the Presidency returns of all baptism, marriages and burials at which he offciated out of the precincts of the military garrison since his arrival in Bengal, and directing him not perform any such duties in the Presidency without the permission of the Senior Chaplain.
