To Secretary - With reference to the above communicates the observations of Government in regard to the provisional Rubs therewith submitted for the examination of Junior Civil Servants and in advertence to those observations deems it unadvisable that there Rubs should differ either as to the employment of young civilians after qualification in one language or in regard to the time at which they should pass the test in two languages from that established in the other Residences- the circumstances both of the Upper and Lower Provinces of Bengal and of Madras also are precisely the same as thou of Bombay in this respect and as the rule regarding qualification of young Civil Servants by proficiency in the notice languages should be the same throughout India, and the rule now in force in the other Presidenceis being the best desires that it may be adopted also at Bombay.
