To Officiating Secretary - Refers to the orders of the 13th July 1855 in which it was requested that in case of contemplated appointments contrary to established usage a previons reference should always be made to Government. Remarks on the appointment lately made by the Lt. Governor of Mr. Frazer an Uncood. Servant to conduct the duties of Secretary to the Board of Revenue as assistant secretary in charge that this is substaulially an appointment to act as Secretary and is one of the Kind to which as being contrary to established usage the orders of the 13th July apply. Calls particular attention to those orders and adds that if no Cord. Sewant was available to act for the Secretary he - not have been allowed a months leave
