To Secretary - Having heard that mischief is done in the Lower provinces by evil disposed persons chiefly Up Country men, going about in desguise as of faqueers or other wise and spreading false reports with a view excite alarm among the people and disaffection to the Government requests that such orders may be issued to the Magistrates in the Lower provinces as may seem to call for, Is of opinion that # of Upper India should not be allowed to wanderer abouts the Country unchecked , whether in the character of religious mendicants or on any other pretence etc. If the provision of Regulation XX ,1817 and Regulation. III 1821 of the Bengal Cade are insufficient for preventing the Evil the Ligislative will be asked more extended powers etc.
