Enforcement of Chapters II and IV of the Defence of India Act ,1939 in the whole of British India with effect from the 14th November, 1939. Decision that the provisions of the Act should be brought into force when necessity actually arises and only in particular areas for which they are required. Amendments in the Defence of India rules In exercise of the powers conferred on the Central Govt. by section 2 of the Defence of India act, 1939 . Suggestion made to the Provincial Govt. and Chief Commissioners that in constituting a Special Tribunal under the Act they should where ever possible nominate Members possesing judicial experience. Explanations in regard to the differences between the provisions of the Defence of India Act and those of the defences of India ordinance as result of the substitution of the ordinance by the Act.
