Procedure should be used in situations involving minor penalties under the All India Service (Discipline and Appeal) Rules of 1955. The U.P.S.C. would address the State Government directly under notification to the Ministry of Home Affairs with regard to any of the penalties listed in rule 3 of the AIS (Discipline and Appeal) regulations, 1955 that are not the penalties of dismissal, removal, or compulsory retirement.
