Questions were raised in Parliament about the importation of uncertified cotton piece-goods from Japan into India via Cutch and other Indian states in order to avoid quota limits. Cooperation of Indian States in the checking of cotton piece-goods arrivals from Japan and raw cotton exports from India under the Indo-Japanese Trade Agreement. Cutch is ruled to be outside the purview of the Convention and Protocol on Commercial Relations between India and Japan
