Proposed amendment of rule 20 (1) (I) of the Govt. Servants Conduct Rules (applicable to the Services under the control of the Secretary of State) so as to give Civil Servants explicit guidance as to public defence or explanation of policy of Govt. Decision that the present position should be left undisturbed until experience has shown that further guidance in the matter is required and that when the need for such guidance is felt His Excellency the Governor General may be consulted by the Governor both as to the text of instructions to be sgiven and as to the manner of their communication to the officers concerned.
