Filling of Posts lying vacant. Decision that the Finance Department Office Memorandum of the 17th June 1931re. Posts lying vacant and their Resolution No. D./4523-Ex. I/31, dated the 9th July 1931, are not applicable to the posts rendered vacant in the ordinary course of events by promotion, retirement, resignation, death, etc., if filled up immediately, and that appointments to such vacancies can be made permanently without reference to the Government of India unless the person so appointed was not in Government services on the 15th July 1931 in which case also provcincial appointments are permissible.
