Complaint made by the Amercian Consul-General at Calcutta in regard to the opening by the Postal Censor of a letter from Switzerland addressed to an American Citizen in Calcutta care of his office. Exemation from censorship of correspondence, whether private of officials, addressed personally to Consul officer of all neutral and allied cuntries.
