Decision that communal orders may be applied with elasticity and that no rotation order be followed strictly in cases of vacancies of less than 3 months duration only if suitable candidates belonging to minority communities are not available otherwise services should be judicially distributed among the various communities (case in the office of the Controller of Printing & Stationery).
