Contract with the Euphrates and Tigris Steam Navigation Company for a weekly mail service between Baghdad and Busrah. Representation made to Secretary of State respecting the concession granted by him to the Company by clause 8 of the above contract, which provides that the Company will not carry free of charge merchandise, specie, precious stones, and jewellery sent by post.
