Decision that the low freight charged by the Austrian Lloyd Steamship Company on sugar exported to India from Austria-Hungary should not be regarded as an indirect bounty in calculating the countervailing duties levied on such sugar, and question whether an indirect bounty is allowed to exporters of sugar by the refund of Suez Canal dues to the Austrian Lloyd Steamship Company by the Austrian Government.
