Decision that the minimum rates of absentee allowance sanctioned for sick leave are admissible in all cases in which the state of an officer`s health complets him to proceed to a temperate climate. Grant of these rates to officers who have returned to duty in India on the expiration of leave granted since 1st July 1891.
