1. Decision that in the event of clause 25 (f) of the draft Local Self-Government Bill for Assam becoming law, the sanction of the Government of India will not be required to the transfer of the receipts in respect of bazars from general revenues to Local Funds in cases in which the management is transferred from the Revenue authorities to Local Boards. 2. Discussions as to the extent to which the provisions of a law absolve a local Government from executive instructions issued by the Government of India.
