From Secretary - In reply to orders of the 16th February last submits copy of a letter from the Post Master General of the North West Provinces communicating the observations of the Lieut Governor on the plan proposed for transmitting by Dawk Banghy, free of postage of Paper from the Serampore Manufactory for the use of the Principal Sudder Aumlents in the North West Provinces.
