Acting Secretary - staes that in consequence of the absence of Mr. Erskine and the non arrival of Mr. Macalister the Honble the Governor has called Mr. Clublley the # Civil servants to a seat in council encloses a copy of a Minute recorded by teh governor with refrence to some doubte which have ofccurred to him as to teh precise situation and Powers in which the 34 Section of George III Captian I , II would place the civil Servanat whom he would call tothe Council Board in cases of Vacancies as wwell as copy of the opinon of the recorder and an extract froma letter fromthe court of directors and a commission.
