With reference to this Office No. 2131, dated the 10th July 1867, states that Civil Departments should make their own arrangements for procuring elephants and not look for aid from the Army Transport, the establishment of which is already very small and can not safely be reduced to a lower figure than is considered essential for Military purposes in India.
