By the Honble I. P. Grant - Whilst considering the propriety of addressing a letter to the Lieut Governer of Bengal in accordance withthe Governer Generals Minute in reference to the proclamation issued by the Lieut Governer of Bengal tot he people of Behar explains with advertence to the remarks contained in the 13th para: of that Minute, the circumstances under which the President in Council withheld any communication with the Lieut Governer prior to addressing the Honble Court their letter No. 8 dated 5th October 1855 forwarding the Bengal Narrative relating to such proclamation.
