From Board - With reference to orders of 16th Ultimo. Submit a letter from Mr. Kyd the Master Builder offering remarks in explanation and defence of his charges which the Government deem excessive. Submit also their observations to show that the rates tendered by Messers Montgomery and others for an occasional job, are not a Criterion by which those of Mr. Kyd for the general repairs of Government Vessels, the greater part of which are of lighter character can be judged think that Government should reserve to itself the right to advertize for Tenders for any specific large repair.
