Secretary - Submits for decesion the question whether in the Court of three Months leave of absence under Secretary XII of the Absentee Rules, being granted to a Civil Servant who has accomplished the full period of 25 Years Service his resignation of the Service. Tendered in this Country to take effect from the termination of such leave would be acepted by Government so as to allow him to # arrangements with the Civil Fund before quitting India under the leave above contemplated without the necessity of his returning to do so.
