To Superintendent Electric Telegraph - In reply states that it was never proposed to give refunds for errors in unrepeated Messages and agrees with him on this print but for reasons stated in his letter authorizes grant of refunds on unrepeated Messages not delivered or unjustifiably delayed either from the fault of the Department upon accident to the line with reference to the Eatract from a Notice of the Sub Marine Eletric Telegraph. Company quoted by him communicates the virus of Government Relative to the term repeated Messages calls for precise information in regard to the practice here and in Europe as respects repetition of messages.
