Solicits further orders as to the precise rules under which refunds may be made, since it seems to be decided by His Lordship that it # obly on repeated Messages that the concession should be annilabel. Solicits orders also on the point whether refunds shall be made on the complaints reported up to this time and admitted to have been reasonable and just and is of opinion that the concessaion made in the muller will very largely add to the business of the lines and give great satisfaction to the public.
