To Superintendant Electric Telegraph - In reply to letter of 4th Instant observes that if Mr. Shepherd has done what is imputed to him with the intention to him he ought not to be paid his salary during the time he has been suspended. Says down a rule by which he meet be guided when preferring charges against any of his suboridnates. Desires that a copy of the charges embodied in his letter of 4th Ultimo be forwarded by Mr. S & he be called upon for his defence to be submitted to Government with his remarks.
