To Secretary - With the Governor General - With reference to the 2nd para of his Letter dated 18th July last forwards the foregoing with the opinion of the Presidents in Council that the intersts of India are not sufficiently involved in the construction of a Line of telegraph to point de Jalle to induce the Government of India to bear any part of the Charges of such a line in Ceylon but if that Government will lay down a line of its own from Galle through Ceylon and pay half the expences of a cable across the straits this Government should meet it half way and emuect the Ceylon wires with the Indian system of Telegraph by a line from Ramnand to Madras, so as to take in Prichinopoly.
