Read a Despatch No. 70 of 1859, dated the 21st July from the Right Honble the Secretary of State for India, stating in reply to letter No. 51, dated the 13rd April last, that he has communicated his approval of the proposed arrangements by the Mauritius Government , for the conduct of Emigration on private account to that Colony. But that the Rule laiding Emigrants to serve not only 3 years under their first engagement but also double the amount of their unlicensed absence, has been disallowed.
