To Secretary Bengal - In reply to the foregoing states 1st that the Magistrate is not to prohibit or to permit or in any way to regulate or interfere with any of the observances or ceremonies connected with the Temple whether in relation to the opening or closing of the doors or in any other respect - 2nd That all such arrangement are to be left unfettered discretion of the Superintendent who will be held responsible for any breach of the peace arising therefore in then the Temple. 3rd - That the Superintendent is to be made to understand and to cause it be generally understood by others that all proceedings regarding the worship of pilgrims or their admission to or exclusion from the Temple are regulated not by the Magistrate but by the Superintendent himself on his own sole responsibility.
