To Secretary - In acknowledgment of the foregoing states that by the resolution in question it was ruled that the practices of passing assists condetionally should every where #, and that no # covenanted or uncovenanted should be passed by either the 1st or 2nd Standard who was hot found to he fully qualified in every respect according to the standard by which he was examined - There is no sufficient cause shown in the correspondence submitted for to admits are assist excersing the higher powers until he has fully passed the exam- which has been presented for testing his capacity to excercise therein - In consideration however of the sufficient which assists on the Lower Provinces have in acquiring there is no objection to allow are assist to pass at one examination in Judicial & Revenue Lower of practie & the # Language of the # # # Second examination .
