Governor - With reference to Home Letter No 1232 dated 31st july transmitting copy of a petition from certain Chinese of Penang occoupied by a letter from their legal advise Mr.Logan, to whom a copy of the letter under acknowledgment has been furnished, advents to his communication reporting that a Commissioner had been appointed, Consequent on the resteration of the musket, to enquire into the complains and grievences of the Chinese Population and with a view to made this Government aequainted with the Character of the Chinese, submits remarks on the case, differing from taht drown by Mr.Loyan, and a copy of whose articles as Editor of the penang Gazette animadverting on the baneful influence of certain seoret societies among the Chinese over the population in resisting the Government authority whenever it suited the views and purposes of the leaders of there societies, which has been entirely ignored throughout his letter, is enclosed.
