To Chief Secretary - States that from the papers forwarded with the foregoing it appears that the persons employed by the Emigration agent at Madras to without emigrants in the interior are regard to take them before the District Magistrate obtain a pass from him before the Emigrants an allowed to leave the Sicott. Enquires whether this practice is enjoined by any order of Government whether in the opinion of the Governor of Madras the interference of the Magistrates is necessary in addition to the presantions which an taken at the Port of Madras to prevent the Emigration of labourers agent there will.
