States that the promotion of Lieutt. W.McNeill, 1st Class assistant Commissioner Punjanb announced in G.G.O. no. 846, Dated 12th Instt. causes that office to become the fourth Regiment Captain absent on detached employ & consequents that he is in eligible to retain his present Commander in Chief employment unless Govt. shall consider the special intention of his services necessary.
