Decision that the Ministry of Home Affairs should normally agree to appointments of non-Indians if the Ministry of Defence certify that such appointments are necessary on the ground that suitable Indians or a sufficient number of suitable Indians are not available for the posts or grades under the Armed Forces. H.M. agreed to his not being troubled with such cases expecting where there were special reasons and it was considered that reasons and it was considered that the Ministry of Home Affairs should not agree to the proposal of the Ministry of Defence: H.M also emphasied that the concurrence of the F.P.S.C on the question of availablity of suitable Indians should continue
