Question whether in disciplinary case where the order is passed by the president, a reference should be made to the president at all places e.g. that the president had gone though the records of the case etc. etc. ( Decision that it is enough if the order is made in the name of the president and the name of president or the Government of India need not be mentioned at other placed in the order)
