Question of protection to scheduled caste candidates employed in short-term vacancies. Decision that where a person has been appointed to officiate in a specific leave vacancy or for a specified period of not more than three months in a specific vacancy, the reversion or discharge should be effected without reference to the 'Instructoins for Retrenchment' irrespective of whether the person is a number of a scheduled caste of a displaced Government servant
