Question whether on the abolition of an officiating post, the reversion of a senior officer amounts to a penalty, if an officer junior to him continues to officiate in another officiating post for so long as that officiating post lasts. Decision that such a reversion does not amount to a penalty, as such appointmenst and postings are made in the best interests of the administration in such a manner as to secure the most expenditious and efficient disposal of public business
