Dwivedi this house is of opinion that Govt. shall, in the case of any member of the former Indian Civil, or Military Services, or the present day Indian Adiministrative or Defence Services, desiring to retire of his own accord before the date when his employment as such gets mature for retirement under the ordinary service rules, before passing any orders regarding his retirement, pension, superannuation allowance, gratutity or any other compesation
