IAS/IPS (Appointment by Promotion) Regulation, 1955 that appointments to IAS/IPS are to be made in the which names of members of State Services appear in list for the time being in force, i.e. from the current list but in the case of Select List officers who retired before the preparation of the current or earlier select their appointments are to be made with reference to the list in which their names appeared provided that the were not omitted from the subsequent Select List which were in service
