His Britannic Majesty's Consul for Seistan and Kain informed of the reasons as to why Mr. W.R. Howson. His Britannic Majesty's Vice-Consul at Birjand is not entitled to family travelling allowance under Article. 1098 and Appendix 6 of the Civil Service Regulation. 2. Sanction to the grant to Mr, Howson during such time as he holds the appointment of his Britannic Majesty's Vice-Consul at Birjand of travelling allowances at first class rates on the understanding that the budget allotment of the Seistan Consulate under the head Travelling Allowances will not in any case be exceeded
