Question whether the Indian Passport Act in its existing form admits of the making of a rule whereby an effective sanction would be provided for the enforcement of the restriction to 15 days of the period spent in British India by a person entering British India on a passport endorsed with a transit visa of the nature referred to in sub-clause (a) of clause (IV) of rule 4 of the Indian Passport Rules.
