Proposed Amendment of Section 401 of the Criminal Procedure code so as to empower the Governor General in Council or the Local Govt. on application being made to him or them for the suspension or remission of a sentence to refer the whole case to the High Court in order that it may be headrd and determined by the High Court as in the case of an appeal by a person convicted.
