In reply to letter No. 4907 dated 29th ultimo, states that as any hindrance to trade over the Bridge `Chuka` must prove a general impediment in a country like Bhootan it is expedient to adopt the proposal of Lieutenant Colonel Haughton to withhold the allowance of the Chiefs or so much of it as may appear fitting unless the clearest explanation and most satisfactory assurances are given.
