In reply to an Extract of the 16th June 1849, intimates that on reconsidaration, Govt. are of opinion that special legislation cannot properly be had recourse to, with reference to the proposal for vesting Executive Commissariat Officers with power to enflict corporal pushment on commissariat servants in charge of Cattle.
