Submits the commander in chiefs opinion that the recruit of soldier should be sent upon the march in this country more partice early in the cold season, without a serviceable great coat and with advertence to some difficulty which exists reporting the supply of freat coats to cavalry receipts who are without cloans the commander in chief begs to recommend tht the supply he granted this season, leaving the master to future adjustment, and that a permanent aggargement be made as soon as possible to fervent any furture with of men being sent, after landing in the country.
