Question whether temporary Government Servants should be a considered as `qualified` to compete for permanent appointment after the war in the 30% of the total number of vacancies filled on a temporary basis during the war. Question of reserving for war service candidates a proportion of such of the temporary posts in existence during the war so may be made permanent one or two years after the war.
