Publication in the Calcutta Press of extracts from a joint memorial to the Secretary of State submitted by State Prisoners Bhupendra Kumar Dutta and Jiban Lal Chatarji under dentencation in the Forward newspaper of an appeal to an appeal to the Legislative assembly submitted by state Prisoners Bhupendra Kumar Dutta while confined in the Thayetmyo Central Jail.
