Instructions for Retrenchment-Temporary Employees. Decisions:-(a) Unqualifiables with three years of service in a grade can be retained in service in perference to qualifiables (other than Displaced Government servants who are educationally qualifiable or belong to excepted category) who have been placed in a lower category. (b) Scheduled caste employees to be preferred to others under centain conditions. (c) Order of discharge from selection posts, e.g., Superintendents in the Secretariat and attached offices, laid down. (d) Ministries have discreation to review cases of discharge and reversions to the extent considered practicable and to re-appoint or promote to the relevant grades persons who could have been retained under the new instructions. (e) Broken periods of services can be added together for 3 year's service, and (f) Proposal from the Ministry of I and S that the displaced persons should be the last to be retrenched in each of the categories (a), (b) and (c)-not accepted
